Later in the year, Senator Whitehouse, the ranking Democrat on the Senate environment and public works committee, initiated an official inquiry into allegations of widespread cronyism, financial mismanagement and graft at an institution he calls a hallowed arts venue.

Allegations of Special Access and Financial Mismanagement
A primary allegation in the probe is that the Kennedy Center was granting preferential access and financial benefits to organisations connected to the Trump administration and its political network. Per one agreement, the president granted world football’s governing body, Fifa, complimentary and exclusive use of the entire campus for several weeks for the World Cup draw.
Projections from the senator’s office show this will cost the institution over five million dollars in foregone revenue from direct rental fees, event cancellations, staff costs, catering and other services. Multiple events were cancelled or moved to accommodate Fifa.
Grenell rejected the accusation publicly, stating that Fifa had provided millions in funding and paid for all expenses. He contended that a simple rental fee would not have been sufficient for the magnitude of such a production.
Yet, the senator argues that this defence is unsubstantiated by any documentation. He observed that the federation had been “currying favor with the president consistently and giving him questionable awards to butter him up and at the same time getting free access to the Kennedy Center.”

The investigation also uncovered high-value agreements given to individuals who had personal or political ties to Grenell and his circle. One contract worth thousands per month went to a former colleague from his diplomatic tenure. The investigative letter points out the contract was “devoid of any detail”, and there is no evidence of meaningful output to justify the payments.
In May, the institution granted another monthly contract to the spouse of a prominent political figure for social media services. In response, the president praised the hiring, highlighting the individual’s “exceptional skills.”
Documents also outline considerable spending on luxury hospitality and entertainment for staff and associates. Over a three-month period, the president’s staff billed the institution tens of thousands for rooms at a famous luxury hotel. These expenses, covering extended visits and premium services, are described as “unprecedented” for the institution.
Furthermore, thousands more was charged for private lunches, evening dinners and alcohol. Receipts listed items for premium champagne, multi-bottle wine orders and gourmet platters. Senior staff members who also hold outside political groups founded or led by Grenell were named on multiple bills.
Financial Troubles and a Broader Political Strategy
The probe notes reports that the Kennedy Center is now running at a deficit as attendance declines. Whitehouse proposed the decline is due to a “bad signal in the capital” from the new leadership, a change in programming that caters to a much narrower market of political supporters” and major acts cancelling performances. He compared this transition to a historical sacking.
Grenell maintained that prior management had caused the centre’s financial problems and that his team is fixing them. Senator Whitehouse responded by saying there was “scant evidence to believe that explanation was factual” and Grenell’s team has “not produced documentary support for any of it.”
The Senate committee investigation remains ongoing. “We’re going to continue to dig away until we are certain that we understand the full extent of the issues,” Whitehouse said. “But it ought to be readily apparent to the public that when a new administration, it is not the ordinary and appropriate thing to begin stuffing one’s own pockets, your friends’ pockets supporters’ pockets using public assets.”
