The Former President's Woke Alarm Misses Europe's True Danger: Economic Decline.

Donald Trump's security policy document offers a misguided view of Europe. It claims that unrestrained immigration and so-called "progressive" policies pose an grave threat to the continent's identity. Yet, this argument is based on a fundamental misreading of the reality. The true danger confronting the EU is not cultural but technological and economic backwardness.

The Stark Economic Divide Between the US and Europe

The data reveal a stark contrast. From 2008 and 2023, American economic output surged by eighty-seven percent, while a mere thirteen and a half percent increase for the European Union. Over this period, EU GDP per capita fell from 76.5% to just 50% of the US level. Remarkably, even the poorest US state now has a higher per capita income than several leading EU nations like Italy and France.

Today, about half of the world’s 50 largest tech companies are US-based, while a mere four are European.

The Innovation Deficit: A Critical Problem

This widening economic gap stems from superior efficiency gains in the US, largely due to breakthroughs and better use of resources. The landscape of world technology dominance is overwhelmingly American. Over the past five decades, hundreds of American startups have scaled into companies valued at more than $10bn, versus only fourteen in Europe.

This disparity raises a vital question: In the race for future industries like semiconductors, AI, and fusion energy, where does Europe stand? Experts widely agree it is largely a contest between two between the United States and China, with Europe entering at a clear handicap.

Underlying Factors of the Continent's Innovation Gap

Several key reasons account for this technological divide.

  • Venture Capital: The United States has a far deeper and agile network for funding startups. The EU has yet to establish a genuine capital markets union, which limits the growth potential of new firms.
  • Bureaucratic Hurdles: Complex and divided rules hinder European business. A US startup can launch a service under a single regulatory framework to access a market of hundreds of millions. The EU, despite a bigger population size, is split among 27 separate systems, creating significant market obstacles.
  • Cultural Attitudes: Attitudes toward risk-taking differ sharply. In parts of Europe, business failure was historically met with penalties, whereas in the US, it is often considered a badge of experience.
  • Military Investment: The US benefits from a deeply integrated innovation pipeline linking defense and academia. Europe's long-term lack of spending in defense has eroded its ability in pioneering research.

The Road Ahead: Grounds for Cautious Optimism

In spite of these challenges, there are causes for optimism. Policymakers are growing more conscious of the severe threat and have begun to advance substantial change. Key analyses on European competitiveness and the internal market highlight the need for major changes.

With the right policies and regulatory reforms, Europe's strengths might enable much higher levels of commercial innovation.

Europe still possesses considerable strengths: skilled human capital, excellent schools and universities, and premier research institutions. Coupled with a large internal market and high savings rates, these foundations have the potential to unleash a new wave of investment and entrepreneurship.

Crucially, even if the EU does not take the lead in creating cutting-edge technologies, it can still dramatically boost economic output by adopting and adapting advancements from elsewhere.

A Critical Juncture

Europe now faces a decisive moment. To paraphrase a famous line, decline often happens "slowly, then all at once". To date, the continent's technological decline has been gradual. But, without decisive action to tackle its deep-seated problems, today's gradual weakening could turn into a rapid and permanent decline in global economic relevance.
