Ukrainian President Volodymyr Zelensky States He Lacks Clear Defense Guarantee from European Partners
Ukrainian President Volodymyr Zelensky says European allies have failed to provide sound guarantees that they will protect his country in the event of a new Russian aggression.
"I continue to pose this critical question to all our partners and I have not received a definitive and straightforward response yet," he stated to the press on midweek.
His comments come a day after the UK and France signed a declaration of intent on stationing forces in Ukraine if a peace deal to end the war with Russia is agreed.
However, full security guarantees have yet to be solidified. The US, which has been leading efforts to halt the offensive, was reported to have abstained from signing such a commitment at talks in Paris on the previous day.
Outcomes from the Paris Discussions
After the Paris talks, which included some three dozen nations that comprise the group termed the 'Coalition of the Willing', UK Prime Minister Sir Keir Starmer said the two nations would "establish military hubs across Ukraine" to prevent any future incursion, while French President Emmanuel Macron subsequently indicated thousands of troops may be sent.
Partner nations suggested that the United States would assume a leading role in overseeing any ceasefire. But the key issue of territorial concessions that Ukraine is being pressured to offer to Russia as part of the peace proposals are continuing to be negotiated.
The Russian government has thus far remained silent on the announcement made in the French capital.
President Putin initiated a full-scale invasion of Ukraine in the early months of 2022, and Moscow currently controls about one-fifth of Ukrainian territory.
Zelensky's Shifting Tone
Sir Keir described the bilateral declaration as "an essential component of our dedication to stand with Ukraine for the long-term".
He continued: "It paves the way for the legal framework under which British, French and partner forces could operate on Ukrainian soil, securing Ukraine's skies and seas, and regenerating Ukraine's armed forces for the years to come."
Zelensky hailed that accord as a "huge step forward".
A day later, however, he appeared less optimistic.
"I perceive the determination, the political will, and that the partners are ready, and the partners are ready to give us strong sanctions, strong security guarantees," he said when asked if European countries would come to Ukraine's aid.
"But as long as we don't have such binding security pacts - formally ratified, endorsed by legislatures, backed by the U.S. Congress - this crucial issue remains unresolved. And should they materialize, you must ultimately depend primarily on your inherent capabilities."
Unresolved Issues and Ongoing Conflict
Negotiations in Paris were also notable owing to the presence of envoys from former President Trump's administration, Jared Kushner and Steve Witkoff.
One envoy stated the allies "largely finished" their work on finalizing security arrangements.
Last week, the President indicated a peace deal was "ninety percent complete".
Territorial concessions and defense pledges have been at the center of outstanding matters for diplomats.
Putin has repeatedly warned that Ukrainian troops must withdraw from the entirety of the Donbas region or Russia will seize it, rejecting any compromise over how to conclude hostilities.
The Ukrainian President has thus far rejected ceding any territory, but has proposed that Ukraine could redeploy its forces to an established line - but provided that Russia reciprocated the action.
Russian forces now holds about three-quarters of the Donetsk oblast, and some 99% of the adjacent Luhansk region. The pair of oblasts form the Donbas industrial heartland.
It has been intensifying attacks against Ukrainian cities - with a focus on energy infrastructure. Russia has also made incremental advances in capturing more Ukrainian territory.
Ukrainian forces have retaliated at Russian targets with unmanned aerial vehicles, though with more limited success.
